Choose the train if the railway journey is an experience you want and can give it time. Choose a flight if you need to protect days in Lhasa and can plan the arrival carefully. Neither option removes the paperwork or makes a tightly packed high-altitude itinerary sensible. Compare two complete journeys, including where you spend the preceding nights, rather than a train photograph against the advertised flight duration.

For foreign visitors to the Tibet Autonomous Region, current FCDO guidance states that a permit through a specialist agent and an organised tour are required. Coordinate your entry route with the operator before buying inflexible transport. A seat booking and permission to make the journey are separate matters.
Send the operator your travel-document details through its agreed secure channel, proposed entry and exit points, and preceding hotel. Ask how and when you will receive the document required for your particular boarding point. Do not assume instructions for a mainland train apply unchanged to entry from Nepal or a different border route.
The railway can be a substantial part of the trip rather than merely transport. Think about daylight, the actual service and your cabin choice when deciding whether the journey suits you. A timetable and berth availability should come from current booking results, not an old trip report. If you want to start in Xining, include the journey to Xining and the night before departure in the comparison.
Consider how you cope with shared space, disrupted sleep, meals and a long period when you cannot simply leave the vehicle. Confirm the berth category, arrangements for travelling together and luggage storage. A rail experience you enjoy may be worth the extra time; it is less useful when it consumes the only spare day in the itinerary.
Flying can preserve time for Lhasa, especially when the rest of your route is already far from the railway starting point. Compare total elapsed time: hotel checkout, airport journey, check-in, flight, arrival procedures and transfer to the hotel. A connection through another city is not equivalent to a direct service.
Book arrival-day pickup clearly and keep sightseeing modest. Tell the hotel and operator the flight number, not just the planned landing hour. Ask what happens if the service is delayed or cancelled and how that affects the first included tour day. A shorter journey is useful only if the schedule after landing leaves room to recover.
Lhasa is around 3,700 metres above sea level. CDC altitude guidance emphasises gradual ascent; fitness does not remove risk. A train ticket or onboard oxygen does not guarantee acclimatisation. Seek individual medical advice before a high-altitude trip, and do not continue higher with symptoms; worsening symptoms need medical attention and descent.
For planning, distinguish actual nights spent at intermediate altitude from hours inside a train. Ask the operator to show your sleeping locations and heights on a day-by-day itinerary. Protect flexible early days in Lhasa rather than using a train arrival as a reason to drive immediately to a higher overnight destination.
Give your arrival day one essential goal: reach the correct hotel with the required documents and operator contact available. Keep a copy of the pickup instructions offline and confirm the meeting point before departure. Pack the items you need immediately in a small accessible bag, rather than beneath everything else in a large suitcase.
A short local outing can remain optional. Avoid stacking a timed palace visit, a distant monastery and a long drive onto the arrival afternoon. If the transport is delayed, the day should become shorter without causing three lost reservations. This protects the experience even for travellers who normally prefer a fast pace.
A confirmed journey into Lhasa does not confirm every onward road. In an August 2026 notice, the NIA suspended issuance of electronic border-administration-area permits for Shigatse after a mudslide disrupted Gyirong links. That notice concerns a particular document and region; it is not proof that every Lhasa tour is closed, or that your foreign-tourist permissions have been approved.
If your plan includes an Everest-region or Nepal-border extension, request a current route-specific check before paying. Ask about a replacement route and transport changes if permissions or roads change. Do not treat an old traveller's successful journey as current approval.
Is Xining automatically the best starting point? No. It can suit a railway-focused trip, but you must count the journey there and the night before departure.
Does a train reduce the need for easy days in Lhasa? Do not assume that. Review the actual altitude profile with your clinician and operator.
Can I buy transport before choosing a tour? You can compare options, but settle permission and document logistics before committing to an inflexible route.
Which option should a short trip choose? Prefer the one that preserves a workable arrival and early schedule. If taking the train would require cutting the flexible Lhasa days, reconsider the train or extend the trip.
